In its 954th Board of Regents (BOR) meeting held on 22 October 1982, the BOR initially approved the creation of the Office of the Vice Chancellor for Student and Community Affairs.

However, at its 956th BOR meeting held on 17 December 1982, the Board approved the University’s Management Review Committee’s recommendation for the “creation of the Office of the Vice Chancellor for Student Affairs and the Office of the Vice Chancellor for Community Affairs[(OVCCA)] out of the Office of the Vice Chancellor for Student and Community Affairs.”

The following year, on 23 March 1983, then University President Edgardo J. Angara issued Executive Order No. 5: On the Reorganization of the Administration of the University of the Philippines Diliman which places the following offices under the OVCCA:

  1. Office of Community Relations
  2. Campus Planning, Development and Maintenance Office
  3. University Police Force
  4. Staff Housing Office; and
  5. Business Regulations Office.

Over the years, these offices have been renamed, some have been updated, some added while some were transferred. Nevertheless, the OVCCA remains to serve the UP Diliman community by providing quality service with integrity.
