Mandate

From being the Chief Security Officer (CSO) of UP Diliman, the Board of Regents (BOR) approved in its 1346th meeting on July 31, 2019 the upgrading of CSO to Public Safety and Security Office (PSSO). The PSSO will include in its structure the Disaster Risk Management and Safety Team (DRMST), Task Force on Squatting, Community, Housing and Utilities (TF-SCHU) and the Supervisory Team for Private Security (STPS), as a response to the challenges and concerns intrinsic in its campus environment. 

  1. Development of a comprehensive DRRM Plan for UP Diliman;
  2. Regular assessment of potential security and safety risks;
  3. Implementation of an Incident Command System in UP Diliman to address both natural and human-induced disasters such as, but not limited to, typhoons, earthquakes, fires, bomb threats, pandemics, etc.;
  4. Issuance of timely warnings and advisories pertaining to safety and security; 
  5. Gather and analyze data on crime incidence inside the campus to aid in policy-making; and 
  6. Coordinate with barangays within UP Campus and the Quezon City Police District in the implementation of ordinances and other public safety measures. 

Services

Request for Data and Information for Research Purposes 

The PSSO provides data and information to requestors of the same for research purposes only. The information is screened to ensure that it does not violate the University’s and country’s data privacy laws. 

 

a.  Letter of request with endorsement from the Class Adviser/Head of Unit

b. UP Identification Card (for Students/Employees)

c. Valid government issued Identification Card (Non-UP requestors)

Request for Safety and Security Orientation and Training 

 

The PSSO also provides safety and security orientation and training for the UP Diliman stakeholders. The said service is usually provided for the academic and non-academic units within the University.

Request for Security Assessments 

In ensuring the safety and security of the UP Diliman community, PSSO also provides security assessments to requesting academic and non-academic units.  This service also extends to UP Diliman Extension Program in Pampanga, UP Diliman Marine Science Institute (MSI) Bolinao Marine Laboratory and Puerto Galera.

Request for Security Assistance 

 

Aside from round the clock security provided by the Public Security and Safety Office, it also provides additional security assistance to the UP Diliman stakeholders by request. Security assistance is provided to ensure the safety of the stakeholders.

Requests for Investigations 

 

The PSSO acknowledges the stakeholders’ need for investigations on certain incidents. As such, the PSSO attends to requests for investigations from the UP Diliman stakeholders.

Requests for Issuance of Police Reports The UP Diliman Police, under the PSSO, attends to requests for issuance of police reports. The said police reports are of incidents which happened within the UP Diliman campus and are available to the parties involved upon request.

Requirements: a.  Formal request (may be verbal or thru a letter)

  • Valid government issued Identification Card (Non-UP requestors)
  • Authorization letter (if report is claimed by a representative of the suspect/victim)

History

Before the Board of Regents approved the upgrading and thus the creation of the Public Safety and Security Office (PSSO) on 31 July 2019, there was the Chief Security Officer (CSO).   

On 1 May 2011, Prof. Elvin R. Ebreo from the College of Arts and Letters was appointed as the first CSO of UP Diliman by then Chancellor Caesar Saloma. The responsibilities of the CSO include:

  • Overall supervision and control of UPDP personnel, security guards and SSB personnel deployed in UP Diliman;
  • Chairs the UPD Security Committee that will be formed by the Chancellor; 
  • Ensure the enforcement of the Terms of Reference in the contracts of security agencies; 
  • Shall be directly accountable to the Chancellor; 
  • Shall regularly report to and/or brief the Chancellor on security matters in UP Diliman; and
  • Perform other tasks that may additionally assigned by the Chancellor relating to security matters and/or concerns in UP Diliman. 

Prof. Edgardo Dagdag was appointed as the second CSO from 12 March 2012 until 31 May 2012, followed by Atty. John S. Baroña, who served as Acting Chief Security Officer since 13 October 2013 until his appointment as Acting Director of the Transportation Management Office (TMO). 

CSO was directly accountable to the Office of the Chancellor before he was transferred to the OVCCA in 2014 under the administration of then Vice Chancellor Nestor T. Castro. The CSO supervised the following: UP Diliman Police (UPDP), Special Services Brigade (SSB) and the Task Force on Squatting, Community, Housing and Utilities (TF-SCHU).
