Mandate
During its 1346th meeting, on July 31, 2019, the Board of Regents (BOR) approved the upgrading of the Traffic Management and Enforcement Team (TMET) to the UP Diliman Transport Management Office (TMO) “to accomplish the vision of a complete street through planning, design, supervision, traffic management, education, road safety and discipline mainstreaming and enforcement that will ensure and enable safe, convenient and comfortable travel for all.”
The UP Diliman’s Transport and Traffic Management Plan is “an inclusive, responsive, and environmentally sustainable transport system with barrier-free, efficient and well-maintained transport infrastructure connecting people and places.” This is where the TMO comes in – to ensure the realization of the afore-mentioned plan, where every member of the community is considered and their transportation and traffic needs addressed at the same time safeguarding and preserving the University’s diverse ecosystem.
TMO’s Tasks:
- Implementation of UP Diliman’s Transportation Management Plan;
- Strict regulation PUJs that operate within UP Diliman, namely, IKOT, TOKI, UP-Pantranco, UP-SM North, UP-Katipunan and UP-Philcoa;
- Installation of necessary signage within the campus;
- Regulation of tricycles that operate within communities inside UPD;
- Implementation of UPD’s Transportation Vision to pedestrianize the Academic Oval;
- Implementation of a towing system and the corresponding system of fines and penalties;
- Identification and designation of parking areas;
- Improvement of traffic flow through deployment of Traffic Aides;
- Coordination with the MMDA and Quezon City’s DPOS in the issuance of traffic violation tickets; and
- Improvement of ingress and egress at the University’s portals.
Services
Annual Inspection of Public Utility Jeepneys (PUJs)
The annual inspection is a requirement for all PUJs plying inside the campus to ensure their conformity to traffic safety and smoke emission regulations. A PUJ is required to pass the above carriage and under carriage inspections by the Traffic Management Office and the Campus Maintenance Office, as well as the smoke emission testing by the Department of Environment and Natural Resources (DENR). Only after passing the inspections will the jeepney operator be allowed to apply for the PUJ’s Permit to Operate (PTO).
Application for PUJ Driver’s Identification Card
Drivers of all the PUJs plying inside the campus are required to annually renew their PUJ Driver’s Identification Cards. Once received, it is compulsory that the driver’s Identification Card is always displayed and visible to the commuting public.
Request for Traffic Assistance
The Traffic Management Office provides traffic assistance during special events or by request to the University’s academic and non-academic units. Designated TMO personnel help direct traffic flow during special events and provide assistance to motorists inside the UP Diliman campus.
History
Before the Board of Regents approved the upgrading and thus the creation of the Public Safety and Security Office (PSSO) on 31 July 2019, there was the Chief Security Officer (CSO). Â
On 1 May 2011, Prof. Elvin R. Ebreo from the College of Arts and Letters was appointed as the first CSO of UP Diliman by then Chancellor Caesar Saloma. The responsibilities of the CSO include:
- Overall supervision and control of UPDP personnel, security guards and SSB personnel deployed in UP Diliman;
- Chairs the UPD Security Committee that will be formed by the Chancellor;Â
- Ensure the enforcement of the Terms of Reference in the contracts of security agencies;Â
- Shall be directly accountable to the Chancellor;Â
- Shall regularly report to and/or brief the Chancellor on security matters in UP Diliman; and
- Perform other tasks that may additionally assigned by the Chancellor relating to security matters and/or concerns in UP Diliman.Â
Prof. Edgardo Dagdag was appointed as the second CSO from 12 March 2012 until 31 May 2012, followed by Atty. John S. Baroña, who served as Acting Chief Security Officer since 13 October 2013 until his appointment as Acting Director of the Transportation Management Office (TMO).Â
CSO was directly accountable to the Office of the Chancellor before he was transferred to the OVCCA in 2014 under the administration of then Vice Chancellor Nestor T. Castro. The CSO supervised the following: UP Diliman Police (UPDP), Special Services Brigade (SSB) and the Task Force on Squatting, Community, Housing and Utilities (TF-SCHU).Â
The UP Diliman Transportation Management Office is the result of the upgrading of the UP Diliman Police’s Traffic Management and Enforcement Team (UPDP-TMET) and a “product of the UP Diliman Transportation Committee’s vision to establish and sustain a model campus is traffic management, green space preservation, road discipline and safety.”
From being the UPDP-TMET who manages traffic and PUJs inside the campus, TMO will now be responsible for “traffic management, education, road safety and discipline mainstreaming and enforcement.”
